Connecticut Sets June 1, 2026 Deadline for 2027 Individual and Small Group ACA Filing

CT| Connecticut Bulletin HC‑90‑26 sets out ACA‑related filing rules for non‑grandfathered individual and small employer health plans (on and off Access Health CT) for plan years beginning January 1, 2027, including essential health benefit requirements, detailed form and rate filing procedures, key June 1, 2026 deadlines, and ongoing obligations for small group rate filings, formularies, network adequacy, and maximum copayment treatment.

Small group carriers must continue semi‑annual rate filings per HC‑106, maximum copay caps are eliminated except where statute requires, and plans using formularies or networks must complete the Department’s annual formulary and network adequacy surveys available under “Forms and Applications.”

All individual and small employer plans must cover Connecticut’s essential health benefits benchmark, with complete contracts (including variable language and redlines) filed in the Department’s preferred SERFF schedule format, and form filings due June 1, 2026 for 2027 plans, clearly identifying Exchange plans and matching forms to URRT identifiers.

Rate filings for all individual and small group plans (on and off Exchange) must follow existing bulletins and federal/Connecticut rating rules, be submitted by June 1, 2026 for 2027 effective dates, cannot be changed afterward except at the Department’s request, and plans cannot be added/withdrawn or offered in open enrollment until coordinated form and rate approvals are obtained.
