Connecticut Issues New PBM & Mail-Order Pharmacy Profit Reporting Rules for Health Carriers

CT| Bulletin No. HC-134 from the Connecticut Insurance Department notifies all Connecticut health carriers that, under CGS §38a-479uuu, they must file an “Annual Report on Pricing and Profit” detailing the pricing arrangements and profits between the carrier and each pharmacy benefit manager or mail-order pharmacy with which they do business, to the extent such information is reasonably available, with the first report due April 1, 2027 for calendar year 2026 data and subsequent reports due annually by April 1 via the Department’s Forms & Applications/Surveys portal, and directs questions to the Insurance Department Life & Health Division, while defining “health carrier” by reference to CGS §38a-591a(25) to include any regulated entity providing health insurance, benefits, or health care services in the state.
