Phishing Scam Impersonating NIPR and NAIC: Agencies Urged to Treat Unexpected Invoice Emails as Suspicious

PA| The April 9, 2026 Bulletin from the Pennsylvania Surplus Lines Association warns of an active phishing campaign in which fraudulent emails, appearing to come from domains like @nipr.com, @naic.org, or @stripe, falsely claim to be past-due NIPR invoices and request payment; NIPR and NAIC cybersecurity teams are investigating, have posted alerts, and are coordinating communications, while agencies are urged to share NIPR’s phishing-awareness webpage, post alerts, and instruct producers to treat unexpected invoice emails as suspicious, not open attachments or links, not submit payment, and verify any questionable invoices directly with NIPR Billing or State Support before taking action.
