MN| Administrative Bulletin 2026-2 from the Minnesota Department of Commerce applies to all insurers writing homeowner’s insurance and supersedes all prior department communications on zip code reporting under Minn. Stat. 65A.28, reminding insurers that those writing homeowners coverage on property located in the seven-county metropolitan area or in a city of the first class must file an annual report with the Commissioner by May 1. It reiterates that the metropolitan area is the Metropolitan Council’s jurisdiction (Anoka, Carver, Dakota excluding Northfield and Cannon Falls, Hennepin excluding Hanover and Rockford, Ramsey, Scott excluding New Prague, and Washington counties) and that cities of the first class are Minneapolis, Saint Paul, Duluth, and Rochester. Insurers are directed to the Homeowners Insurance Reporting page on the Department’s website for submission instructions, the reporting template, and the attestation form, may email questions to insurance.bulletin@state.mn.us, and are advised that no report is required if they wrote no policies in any of the zip codes listed in the reporting template.
