DE| The Delaware Department of Insurance issued Surplus Lines Insurers Bulletin No. 24 and a Final Order, effective April 13, 2026, adopting an official Export List of certain difficult‑to‑place coverages that may now be written with eligible surplus lines insurers without a prior diligent search of the admitted market, pursuant to 18 Del. C. §§ 1912 and 1915. The order follows notice and a March 19, 2026 public hearing with comments from insurers, brokers, and trade associations, and it confirms that broker and producer compliance duties and surplus lines eligibility standards remain unchanged. Exhibit A lists the specific exportable classes, including active assailant, various amusement and auto racing risks, crop duster aviation, certain care facilities, demolition, environmental impairment, fireworks, flood, cannabis chain risks, specified products liability and recall for high‑hazard manufacturing categories, tattoo parlors, and vacant properties.
