Puerto Rico Updates Renewal Rules for International Insurers Under Chapter 61

PR| The Circular Letter from the Puerto Rico Office of the Commissioner of Insurance amends the Renewal Application for Certificates of Authority (Form CIS RNW) for International Insurers and Multistate International Insurers by requiring entities to submit evidence of assets maintained in Puerto Rico, as well as the amount of written and/or assumed premium for the prior year, and, for Multistate International Insurers, any requested proof of coordination with regulators in other jurisdictions and information on participation in guaranty associations; it clarifies that the letter does not grant automatic eligibility or reciprocity in other U.S. jurisdictions, emphasizes that regulatory treatment depends on each jurisdiction’s laws, and establishes that the new requirements take immediate effect for 2026–2027 renewals and beyond, with strict compliance required and potential sanctions for violations.
