DE| The Delaware Insurance Commissioners Bulletin No. 23, dated March 3, 2026, notifies all authorized property, casualty, liability, marine and transportation insurers, surplus lines-eligible insurers, surplus lines brokers, and producers of a public hearing on March 19, 2026, to receive comments on a proposed Export List of insurance classes that could be placed directly with eligible surplus lines insurers without first conducting a diligent search of the admitted market.
The hearing will be conducted under the Delaware Administrative Procedures Act, with options for in?person or Microsoft Teams participation, and written comments are due by 4 p.m. on March 17, 2026, to the Departments Legal Division (mail or DOI-Legal@delaware.gov); the bulletin states it is informational only and will remain in effect through conclusion of the hearing, after which any adopted final Export List will be posted on the Departments website.
