Puerto Rico Announces that International and Multistate International Insurers Must Use Revised Forms and Comply with New Annual Reporting Checklists.

PR| The Circular Letter CC-2026-2054-CIS, issued on January 22, 2026, by the Office of the Commissioner of Insurance of Puerto Rico, announces that the Authorization Application form for the International Insurance Center has been revised and replaced with two new forms: FORM CIS 002 A Rev.01-2026 for International Insurers under Article 61.020(4) and FORM CIS 002 B Rev.01-2026 for Multistate International Insurers under Article 61.020(5) of the Puerto Rico Insurance Code. It also adopts new annual document checklists for Eligible Surplus Line Multistate International Insurers, Property & Casualty Multistate International Insurers/Reinsurers, and Life, Accident and Health Multistate International Insurers/Reinsurers, which will be available on the OCS website under the “Presentación de Informes”/“Filing of Reports” section. In addition, the Letter reiterates that Multistate International Insurers and Multistate Insurers that voluntarily submit to Law 130-2025 must comply with specified existing normative and circular letters governing shareholder listings, annual and quarterly financial statements, information exchange, employment reports, direct jobs in Puerto Rico reporting, and Own Risk and Solvency Assessment (ORSA), and directs all impacted insurers to take note and use the updated forms and checklists going forward.
