AL| The Alabama Department of Insurance Bulletin No. 2026-03 notifies all health care insurers that Alabama Act 2026-349 becomes effective October 1, 2026, and highlights the act’s definition of “Health Care Insurer” to ensure entities understand whether they fall within its scope. The term includes any entity that issues or administers a health care benefit plan, including health care insurers, health care services plans under Chapter 20 of Title 10A, HMOs under Chapter 21A of Title 27, and nonprofit agricultural organizations offering health benefits to members under Chapter 33 of Title 2 of the Alabama Code 1975. The Department of Insurance, through Commissioner Mark Fowler, urges all such insurers to review and familiarize themselves with the new statutory requirements and be prepared to comply as set forth in the act.
