MD| Maryland Insurance Administration (MIA) Bulletin 26-16 announces that, pursuant to uncodified language in Section 2 of 2026 Maryland Laws Chapter 786 (S.B. 865), the MIA must convene a Workgroup to study the affordability of private passenger automobile (PPA) insurance and report findings and recommendations to the Governor and General Assembly. Building on the 2025 Workgroup’s efforts, the 2026 Workgroup will develop specific recommendations on the use of territorial rating and other rating factors, including the impact of any changes or alternative rating approaches on rates statewide.
The legislation specifies a multi‑stakeholder Workgroup that includes the Insurance Commissioner as chair, legislative appointees, MAIF leadership, insurer and producer representatives, consumer advocacy organizations, the National Association of Mutual Insurance Companies, and an actuary from the American Academy of Actuaries. To fill the chair‑appointed positions, MIA is soliciting applications via an online form, with submissions due by July 17, 2026, and notes that prior participation in the 2025 Workgroup is neither required nor a guarantee of selection for 2026; questions are directed to the Associate Commissioner of External Affairs and Policy Initiatives.
