Rhode Island Insurers with 1%+ Market Share Must Complete 2026 Auto Body Labor Surveys by Sept. 1

RI| The Rhode Island Insurance Department‘s Bulletin 2026-2 identifies all Rhode Island private passenger auto insurers and groups with at least 1% market share that must conduct and report 2026 auto body labor rate surveys, and it sets process requirements and deadlines for sending questionnaires and filing prevailing labor rate reports with the Department of Business Regulation

  • Insurers and groups meeting the 1% market share threshold under 230-RICR-20-05-10 must, by June 1, 2026, send questionnaires to all Fully Licensed Auto Body Repair Facilities listed on the Department’s website, conduct separate surveys for Class A and Class B shops (including a separate aluminum rate if applicable), and use survey results as a factor in determining distinct prevailing labor rates for each classification, which must be included in their filing.
  • Each listed insurance group (or individual insurer if the group does not file on a group basis), as well as any other insurer that conducts a survey and determines a prevailing labor rate under R.I. Gen. Laws § 27-29-4.4 and 230-RICR-20-05-10, must email survey reports and prevailing labor rates for each shop classification (and aluminum, if applicable) to dbr.specialreports@dbr.ri.gov no later than September 1, 2026, with no hard copies accepted.
