New Louisiana Rule Requires Premium Discounts for IBHS FORTIFIED Homes Starting 2027

LA| Bulletin 2026-04 from the Louisiana Department of Insurance announces Regulation 136, which requires all property and casualty insurers writing in Louisiana to provide premium discounts on residential property policies for homes that obtain an IBHS FORTIFIED designation (Roof, Silver, or Gold), with discount levels determined using a Louisiana-specific mitigation discount benchmark table developed by the NAIC from Verisk and Moody’s hurricane catastrophe models and adjusted using Louisiana homeowners rate filing data. These modeled loss reductions are translated into premium discounts by region (North, Central, South), and insurers must implement the required discounts for all new and renewal residential property policies issued on or after January 1, 2027.
