Michigan DIFS Issues New AI Governance Bulletin for Financial Service Providers

MI| Bulletin 2026-03-BT-CF-CU from the Michigan Department of Insurance and Financial Services sets expectations for how regulated financial service providers must govern and control their use of artificial intelligence and other advanced computational technologies when those tools are used to make or support decisions that impact consumers. The bulletin emphasizes that AI use does not relieve entities of existing obligations to avoid unfair discrimination and comply with applicable federal and state law, and it requires a written AI Systems Program (AIS Program) that is proportionate to the risks and potential adverse consumer outcomes arising from AI-driven decisions. It also explains that the Department will review AI governance, risk management, internal controls, and third-party arrangements in examinations and investigations, and may request detailed documentation on models, data, validation, vendor oversight, and consumer impact.
