Vermont Clarifies Health Coverage Rights for Part-Time Employees Working 17.5+ Hours

VT| The revised Vermont DFR Insurance Bulletin #196 clarifies that under 8 V.S.A. §§ 4042(a)(4), 4514a, and 4594, insurers, nonprofit hospital service corporations, and nonprofit medical service corporations must offer employers the option to include part-time employees working 17.5 hours or more in their group health plans, but the employer retains discretion whether to actually cover them, may charge part-time employees the same premium rate as full-time employees, and may require part-time employees to pay up to 100% of the cost even if the employer contributes toward full-time employees’ premiums; the 2026 revision simply updates statutory references without changing these substantive requirements and directs insurers to review the bulletin for compliance.
