TDI Approves 3.8% Decrease to NCCI Workers’ Comp Loss Costs, Effective July 1, 2026

TX| Commissioner’s Bulletin B-0001-26 announces that TDI has accepted NCCI’s revised advisory loss costs for Texas workers’ compensation, effective July 1, 2026, reflecting an overall average 3.8% decrease, and requires all insurers writing workers’ compensation and employers’ liability in Texas to base rates for policies effective on or after that date either on their own independent classification relativities or on the new July 1, 2026 NCCI loss costs, not on any prior years’ loss costs or relativities. Under Insurance Code Section 2053.003, companies must file all rates and supporting information with TDI using the most recent data, with current writers that intend to continue after July 1, 2026 required to submit a SERFF rate filing (including the Notice of Carrier Intent and Certification described in the attached “Summary of Actions Required by Insurance Companies 2026”) by June 1, 2026, and new market entrants required to file at least 30 days before the effective date of their first policy.
