Recent Federal Non-Enforcement Statement Won’t Affect North Carolina’s Short-Term Insurance Rules

NC| The North Carolina Department of Insurance Bulletin Number 25-B-11 clarifies that short-term limited duration (STLD) health insurance policies in North Carolina must comply with the federal definition in 45 C.F.R. 144.103, and no products outside these standards may be offered in the state. This alignment is enforced regardless of recent federal announcements about non-prioritized enforcement, and North Carolina statutes will remain tied to the current federal rule until any change is finalized.
