Puerto Rico Updates Insurance Licensing Exams: New Life & Health Requirements Effective January 2026

TO THE ENTIRE INSURANCE INDUSTRY OF PUERTO RICO AND THE GENERAL PUBLIC

UPDATE OF STUDY MATERIAL AND EXAMS FOR APPLICANTS FOR INSURANCE SALES LICENSES

Dear Ladies and Gentlemen:

In accordance with the provisions of Articles 9.110 and 9.120 of the Puerto Rico Insurance Code, as well as Rule 3 of its regulations, titled “Examinations for License,” the Office of the Commissioner of Insurance (OCS) hereby notifies the implementation of an updated version of the insurance producer licensing exams. This measure will take effect on January 1, 2026, and is part of our commitment to continuously strengthen the technical and professional knowledge of insurance producers in Puerto Rico.

This update aims to ensure that the exam content aligns with current legal provisions, industry best practices, and evolving market needs.

The exams that will be updated are the following:

  • Life Insurance Producer
  • Disability and Health Insurance Producer
  • Health Care Insurance Producer

The updated study material supporting this initiative will be available under the following title:

  • Life and Health Insurance License Exam Manual – 2025,
    First Edition / ISBN: 978-1-0788-5286-9

The study manual is available for purchase at the OCS offices or through the OCS Exams and Continuing Education Portal (https://examen.ocs.pr.gov/cart/Default.aspx), at a cost of $50.00 each. Payment may be made via manager’s check, postal money order payable to the Secretary of the Treasury, or by credit card (Visa, MasterCard, or American Express).

Important:

  • Candidates with exams scheduled between October 29 and December 31, 2025, may choose to take the new version of the exam if they wish. To do so, they must contact ocstest@ocs.pr.gov and request to change the exam version. Note that this option requires the candidate to study using the new manual, which must be acquired at the OCS.
  • Candidates with exams scheduled from January 1, 2026, onwards must prepare solely with the new manual, as only the updated version will be administered.
