Oregon Adopts Temporary Rules to Stop Ground Ambulance Balance Billing and Protect Patients’ Wallets

OR| Oregon adopts temporary rules ID 15-2025 implement HB 3243 (2025) to prohibit ground ambulance balance billing, cap enrollee cost sharing at in-network levels, and establish minimum payment and reporting standards for ground ambulance service organizations (GASOs) and participating self-funded plans effective for health benefit plans issued, renewed, or extended on or after January 1, 2026.
