NJ Regulators Tell Health Carriers: Keep Covering Hep B Birth Dose and All Childhood Immunizations Without Barriers

NJ| New Jersey Department of Banking and Insurance Bulletin No. 25-11 directs all health carriers issuing health benefit plans in the state to continue providing coverage, without cost sharing or additional barriers, for all childhood immunizations recommended by the New Jersey Department of Health (DOH), including the hepatitis B birth dose, notwithstanding recent federal Advisory Committee on Immunization Practices (ACIP) changes removing the universal hepatitis B birth dose from the federal immunization schedule and tying later doses to serologic testing; the bulletin relies on DOH Executive Directive 25-005 and American Academy of Pediatrics (AAP) guidance affirming the safety, effectiveness, and necessity of the hepatitis B vaccine at birth to prevent chronic infection and related morbidity and mortality, and instructs carriers, even when acting as third-party administrators for non-state-regulated plans, to avoid utilization management practices that impede access and to encourage plan sponsors to align with these state standards.
