MD| Bulletin 26-4, from the Maryland Insurance Administration, notifies all health carriers that, following Governor Wes Moore’s January 23, 2026 State of Emergency declaration, the Insurance Commissioner has activated emergency regulation COMAR 31.01.02.06A(3), requiring health carriers—including insurers, nonprofit health service plans, HMOs, dental plan organizations, and the Maryland Health Insurance Plan—to waive all time restrictions on prescription medication refills and to pay pharmacies for dispensing at least a 30‑day supply of any prescription medication regardless of when it was last filled, with this waiver remaining in effect for the duration of the state of emergency.
