Iowa Updates Preneed Licensing: NIPR LicenseHub & OPTins Now Required for 523A Filings

Share

IA| The Bulletin 26-01 announces that the Iowa Insurance Division is modernizing its oversight of prearranged funeral agreements under Iowa Code chapter 523A, shifting preneed seller and sales agent licensing to NIPR LicenseHub and moving annual report filings for preneed sellers, insurers, and financial institutions to OPTins, while eliminating annual reporting for sales agents and emphasizing that all licensees and reporting entities remain responsible for timely compliance with these updated electronic processes.[

Key Points:

  • Effective February 13, 2026, all initial and renewal applications for preneed sellers and sales agents must be submitted exclusively through NIPR LicenseHub; licensing requirements themselves are unchanged.
  • Beginning with the current filing year, annual reports under chapter 523A must be submitted electronically via OPTins by preneed sellers, insurance companies, and financial institutions, and sales agents are no longer required to file annual reports.
  • The Division will provide instructions and virtual training for both systems, and entities must ensure they meet all licensing and reporting deadlines using these platforms.
