Insurers Ordered to Reinstate Policies in Malibu’s Wildfire Emergency Area

CA| In Bulletin #1511, the Surplus Line Association of California announces that California Insurance Commissioner Ricardo Lara issued CA Department of Insurance Bulletin 2025-12, announcing a mandatory one-year moratorium on the nonrenewal or cancellation of homeowners insurance policies due to wildfire risk in areas impacted by the Franklin Fire in Malibu. This directive, effective retroactively from June 18, 2025—the date of the state of emergency declared by Governor Gavin Newsom—applies to 11 specified ZIP codes and covers both admitted and nonadmitted residential insurers. Insurers must also offer to rescind any nonrenewal or cancellation notices issued after the emergency declaration and reinstate affected policies, with the Department reserving the right to expand the moratorium to additional ZIP codes as needed.
