HI| In Memorandum 2025-11R, Hawaii Insurance Commissioner extends the comment period on the revised Property & Casualty rate, rule, and form filing procedures (as outlined in Memorandum 2025-10R) to December 31, 2025, and delays the effective date of the new “Hawaii General Requirements and Filing Instructions” to February 1, 2026. Insurers must bring existing filings into compliance with the revised requirements, may begin using the new forms before the effective date, and are invited to submit feedback on the procedures and forms to the Division by the close of business on December 31, 2025.
