Hawaii Bans ZIP Code Rating for Auto Insurance, Requires New Filings by June 30, 2026

HI| Hawaii Insurance Commissioner Scott K. Saiki issued Memorandum 2026-2PC on January 16, 2026, directing all motor vehicle insurers to remove ZIP code-based rating from their motor vehicle insurance rates and refile any affected rates, because ZIP codes are designed for postal purposes, not insurance risk classification, and may result in premium differentials that are not actuarially justified and therefore unfairly discriminatory under HRS § 431:14-103(a)(1). The Division will no longer accept ZIP code-based factors for rating, underwriting, or pricing motor vehicle insurance in Hawaii, but will continue to permit county-based rating factors that are properly filed, actuarially supported, and approved under Hawaii law. Insurers must submit revised rate filings via SERFF by June 30, 2026, with changes effective for new and renewal policies beginning October 1, 2026, and the filings should be limited solely to the removal of ZIP code-based rating, without unrelated program or methodology changes.
