Florida Legislature Advances Commercial Insurance Market Reforms and New Licensing Track for Future CSRs

FL| The March 11, 2026 E-Alert from the Florida Surplus Lines Service Office reports that Florida’s Legislature passed SB 1028 to create admitted and surplus lines commercial insurance clearinghouses for Citizens policies, with OIR oversight, cost-comparison limits versus Citizens, and rules on administrator funding and agent commissions. It also explains that HB 1343, now on the Governor’s desk, would add a new high school insurance and personal finance course pathway for obtaining the 4-40 customer representative license beginning with the 2027–2028 school year.
