CA| Bulletin #1515 from the Surplus Line Association of California reports that Insurance Commissioner Ricardo Lara, through Bulletin 2026-1, has imposed a one-year mandatory moratorium on homeowners’ insurance nonrenewals and cancellations due to wildfire risk in areas affected by the Gifford Fire, applicable to both admitted and nonadmitted residential property insurers. The moratorium is retroactive to December 23, 2025, the date Governor Gavin Newsom declared a state of emergency, and applies to specified ZIP codes in San Luis Obispo and Santa Barbara counties listed in the bulletin. Insurers that have issued nonrenewals or cancellations in these ZIP codes since that date must offer to rescind those notices and reinstate policies in force at the time of the emergency declaration.
