CA| Bulletin 2026-01 from California Insurance Commissioner Ricardo Lara imposes a one-year mandatory moratorium, beginning December 23, 2025, on cancellations and non-renewals due to wildfire risk for residential property insurance policies (homeowners, condo unit owners, mobile homeowners, and renters) in specified ZIP Codes in San Luis Obispo and Santa Barbara counties impacted by the Gifford Fire, pursuant to Insurance Code section 675.1 as enacted by SB 824. It applies to all admitted and non-admitted insurers writing residential property insurance in California and covers policies in effect at the time of the Governor’s December 23, 2025 state of emergency declaration for properties within or adjacent to the defined fire perimeter ZIP Codes listed in the bulletin. Insurers must also offer to rescind any wildfire-risk-based cancellation or non-renewal notices issued on or after December 23, 2025 for affected properties in those ZIP Codes and offer to reinstate or renew such policies, and the Department may later issue supplemental bulletins adding more ZIP Codes if additional areas are determined to fall within or adjacent to the fire perimeter.
