Kansas Surplus Lines Alert: 2025 Annual Instructions and New SLIP+ Reporting Rules Effective April 1, 2026

KS| The SL-Instructions from the Kansas Department of Insurance provides instructions for Kansas-licensed surplus lines agents on completing the annual online surplus lines statement and Policy Reporting Form (PRF), including login/setup using NPN, use of the required PRF Excel template, reporting of gross premiums, a uniform 3% tax rate for 2025 policies, required certifications, electronic payment options and fees, late-filing consequences (including potential doubling of tax rates), procedures for amending filings, and a new 2025 “no business” attestation process for agents with no placements, with a 2026 due date of March 2 because March 1 falls on a Sunday.

The Notice below, emailed to licensees on February 2, 2026, announces that Kansas will adopt SLIP+ for surplus lines premium tax reporting and payment beginning April 1, 2026.
