WV| West Virginia Insurance Bulletin 26‑01 explains that, following 2021 amendments to the Pharmacy Audit Integrity Act (HB 2263), pharmacy benefit managers must apply 100% of prescription drug rebates at the point of sale to reduce covered individuals’ cost sharing and pass any remaining rebates to health plans to lower premiums, and the Office of the Insurance Commissioner now requires commercial health insurers to quantify and separately show in their rate filings how this pass‑through rebate law reduces their otherwise indicated rate changes for individual, small group, large group, and transitional plans for the 2024–2026 plan years.
