VT| The Vermont Department of Financial Regulation Insurance Bulletin 239 issues a mandatory data call to all workers compensation insurers—including surplus lines and non-admitted carriers—covering Vermont firefighter cancer claims, pursuant to Act 184 (2024). Insurers must report policy and claim data for Class Codes 7710 (non-volunteer firefighters) and 7711 (volunteer firefighters) covering claims submitted between October 1, 2023, and October 1, 2025, using the designated NAIC reporting template and portal; companies with no claims must still submit zero reports.

Primary Points

  • Who: All workers compensation insurers operating in Vermont, including surplus lines and non-admitted insurers; companies with no relevant business are exempt.
  • What is Needed: Submission of policy data (number in force as of October 1, 2025) and detailed cancer claim information for Vermont firefighters (Class Codes 7710 and 7711) using the required NAIC template; companies with no claims must submit zeroes.
  • When and How: The report must be submitted by December 1, 2025, through the NAIC online reporting portal, after obtaining the appropriate portal access and following the File Submission Guide.
